The Eternal Charter
The Charter is the supreme law. It defines four code families—Purity, Strength, Unity, and Industry—that govern every aspect of life, from speech to labor. Ministries and courts enact and enforce these codes under the Great Leader’s guidance.
Legal Codes
Code of Purity
This code ensures cultural and ideological conformity. Official business uses English; Chinese remains for heritage. The Charter’s doctrine is final—dissident ideas and foreign influences are barred. Citizens who stray enter a four-phase re-education program, lasting six months to three years. Penalties range from fines to execution for severe collaboration.
Code of Strength
To maintain defense readiness, all adults serve in the naval forces unless exempted by the state. Discipline is strict: desertion and cowardice carry the death penalty. Cyber activities follow suit—unauthorized hacking or fraud is treasonous. Weapons and WMDs require state approval at every step.
Code of Unity
Loyalty is the highest duty. Any act that threatens cohesion—treason, sedition, or unauthorized assembly—meets swift punishment. Nonviolent dissent triggers re-education; violent crimes, including murder or assault, face penalties up to execution.
Code of Industry
The state owns vital resources: energy, food, and key minerals. Hoarding or waste is a crime. Every able citizen contributes labor to public works. Research and innovation serve state priorities only—unauthorized experiments are forbidden. Collaborating with hostile factions incurs the ultimate penalty.
Enforcement and Appeals
Ministries of Justice, Defense, and Industry carry out the Charter. Courts apply the Great Leader’s interpretations; appeals must be filed within 30 days. Most rulings stand. Penalties are scaled:
- Minor: Fines or extra labor.
- Moderate: Imprisonment or re-education.
- Severe: Execution, especially for repeat offenses or treason.
