Code of Industry (工业圣典, Gōngyè Shèngdiǎn)
As decreed by the Eternal Charter and the Great Leader
Definitions
For the purposes of this Code, the following terms shall have the meanings ascribed to them:
- New Republic of China (NRoC): The sovereign state governed by the Eternal Charter and the Great Leader, encompassing all territories, colonies, and jurisdictions under its authority.
- Great Leader: The supreme authority of the NRoC, whose will and directives are absolute and inviolable.
- Eternal Charter: The foundational document of the NRoC, enshrining the principles of survival, unity, and ideological purity.
- Resources: All materials, energy, and assets necessary for the functioning and survival of the NRoC, including but not limited to food, water, minerals, and technological components.
- Labor: The contribution of citizens to the state through physical, intellectual, or technical work.
- Public Service: The mandatory or voluntary contribution of citizens to state-operated projects, including infrastructure, education, and healthcare.
- Technological Development: The creation, improvement, and deployment of technologies to enhance the military, industrial, and survival capabilities of the NRoC.
- Hoarding: The unauthorized accumulation of resources beyond what is necessary for personal or familial use.
- Waste: The negligent or deliberate misuse of resources, resulting in unnecessary depletion or inefficiency.
Article I: Purpose and Scope
- 1.1. This Code is established to ensure the efficient allocation of resources, the equitable contribution of labor, and the prioritization of technological development for the survival and prosperity of the New Republic of China (NRoC).
- 1.2. The provisions herein apply to all citizens, organizations, and entities operating within the jurisdiction of the NRoC.
- 1.3. The Code shall be interpreted and enforced by the Ministry of Engineering, in coordination with the Ministry of Science and the Department of Internal Affairs.
Article II: Resource Allocation
- 2.1. State Ownership of Resources:
- a. All resources within the jurisdiction of the NRoC are the property of the state and shall be managed for the collective good.
- b. Private ownership of critical resources, including but not limited to energy, minerals, and food supplies, is prohibited.
- 2.2. Prohibition of Hoarding:
- a. The unauthorized accumulation of resources beyond what is necessary for personal or familial use is punishable by fines, imprisonment, or re-education.
- b. Resources deemed surplus by state inspectors shall be confiscated and redistributed.
- 2.3. Prohibition of Waste:
- a. The negligent or deliberate misuse of resources, resulting in unnecessary depletion or inefficiency, is punishable by fines, imprisonment, or re-education.
- b. Citizens are required to report instances of waste to the Department of Internal Affairs.
Article III: Labor and Public Service
- 3.1. Mandatory Contribution:
- a. All citizens must contribute to the state through labor or public service, as determined by their skills and the needs of the NRoC.
- b. Failure to contribute without valid justification is punishable by fines, imprisonment, or re-education.
- 3.2. Labor Assignments:
- a. The Ministry of Engineering shall oversee the assignment of labor to state-operated projects, including infrastructure, manufacturing, and agriculture.
- b. Citizens may request reassignment based on health or skill compatibility, but final decisions rest with the Ministry.
- 3.3. Public Service Requirements:
- a. Citizens are required to participate in state-mandated public service projects, including but not limited to disaster relief, community maintenance, and educational programs.
- b. Failure to participate in public service is punishable by fines, imprisonment, or re-education.
Article IV: Technological Development and Construction
- 4.1. Prioritization of Military and Survival Technologies:
- a. Technological development shall prioritize advancements in military capabilities, resource efficiency, and survival infrastructure.
- b. Projects deemed non-essential to these priorities may be delayed or canceled at the discretion of the Ministry of Science.
- 4.2. State Control of Research and Development:
- a. All research and development activities must be approved and supervised by the Ministry of Science.
- b. Unauthorized research or the dissemination of unapproved technologies is punishable by imprisonment, re-education, or execution.
- 4.3. Order of Priority:
- a. In all construction projects, engineering environments, and operations on any outpost or submarine, the following order of priority shall be observed:
- i. Efficiency: Maximizing the output and effectiveness of resources and labor.
- ii. Cost: Minimizing the expenditure of resources and financial assets.
- iii. Health and Safety: Ensuring the well-being of citizens and personnel involved in the project.
- b. Deviations from this order of priority must be approved by the Ministry of Science and documented with justification.
- 4.4. Collaboration with Hostile Factions:
- a. Collaboration with hostile factions, including but not limited to the Coalition, Jovian Separatists, Clowns, and Husk Cultists, for technological purposes is punishable by execution.
- b. Citizens must report any attempts by hostile factions to solicit technological collaboration.
- c. The Great Leader or their designated representatives (as defined in Article VI) may override this prohibition in cases of joint research deemed vital to the survival or strategic interests of the NRoC.
- 4.5. Environmental Regulations and Resource Management:
- a. The deliberate pollution or destruction of natural resources, including but not limited to air, water, or land, shall constitute the offense of Environmental Crimes.
- b. Such acts, which may include but are not limited to the illegal dumping of waste, the unauthorized discharge of pollutants, or the destruction of protected habitats, shall be punishable by a fine not exceeding ten thousand (10,000) marks, imprisonment for a term not exceeding ten (10) years, or forced labor in state-designated facilities, as determined by the severity of the offense and the discretion of the presiding judicial authority.
- c. The Ministry of Engineering, in coordination with the Ministry of Science, shall establish and enforce regulations to prevent environmental crimes and ensure the sustainable use of natural resources.
Article V: Enforcement and Penalties
- 5.1. Jurisdiction:
- a. The Ministry of Engineering, in coordination with the Ministry of Science and the Department of Internal Affairs, is empowered to enforce the provisions of this Code.
- b. All citizens are required to cooperate with inspections, audits, and investigations conducted under this Code.
- 5.2. Penalties for Violations:
- a. Violations of this Code shall be classified into three categories:
- i. Minor Violations: Including but not limited to minor instances of waste or failure to report surplus resources. Penalties may include fines, public reprimands, or additional labor assignments.
- ii. Moderate Violations: Including but not limited to hoarding or repeated failure to contribute to public service. Penalties may include imprisonment, re-education, or forced labor.
- iii. Severe Violations: Including but not limited to unauthorized research, collaboration with hostile factions, or deliberate sabotage of state resources. Penalties may include execution or permanent exile.
- 5.3. Appeals Process:
- a. Citizens accused of violations may appeal to the Ministry of Justice for review of their case.
- b. Appeals must be submitted within thirty (30) days of the initial ruling.
Article VI: Amendments and Interpretations
- 6.1. Authority to Amend:
- a. This Code may be amended only by the Great Leader or their designated representatives.
- b. Designated Representatives:
- i. The Great Leader may delegate the authority to amend this Code to specific individuals or bodies, including but not limited to:
- The Council of Ministers, acting unanimously.
- The Ministry of Engineering, in consultation with the Ministry of Science.
- The Central Committee of the NRoC, by a two-thirds majority vote.
- Any amendments proposed by designated representatives must be ratified by the Great Leader before taking effect.
- 6.2. Interpretation:
- a. In cases of ambiguity, the Ministry of Engineering shall provide the official interpretation of this Code.
- b. Judicial Rulings:
- i. Courts presiding over cases involving this Code shall have the authority to interpret its provisions in accordance with the principles of the Eternal Charter and the directives of the Great Leader.
- ii. In cases where the language of the Code is unclear or open to multiple interpretations, courts shall consider the following:
- The intent of the Great Leader as expressed in public statements or directives.
- Precedents set by previous rulings of the Supreme Judicial Tribunal.
- The overarching principles of efficiency, unity, and survival as enshrined in the Eternal Charter.
- iii. All judicial interpretations shall be documented and submitted to the Ministry of Engineering for review and potential codification into future amendments.
